RESPONSIBLE GAMING MEASURES

In order to ensure that our marketing sales and advertising communication are consistent with the overall responsible gaming philosophy and policies, we have established a code of conduct on responsible gaming and marketing communications and promotions. It provides guidelines on the use of words, tone and style in advertising and communication materials.


Game Design
We design our games in a way that will not be likely to encourage excessive and irresponsible play:

  • Price - Low minimum bet amount for lottery games
  • Modest jackpots – Around S$10 million for special lottery draws
  • Game Design – Graphics and language are not aggressive


Transparency leads to well-informed customers
Relevant information and facts readily available so that customers are equipped to make an informed choice prior to purchase and we deliver our products and services in a manner that is not likely to lead to excessive and irresponsible play:

Public Communications & Reminders
    • "Play Responsibly" icon is prominently displayed on all printed and electronic communication materials
    • Frontline staff are empowered to refuse sales of Instant tickets to customers who make repeat purchases
    • Education initiatives to raise customer awareness:
      • POP materials, website, eWinning Times newsletter, and annual Responsible Gaming Awareness Week
      • Support and replay key messages from the National Council on Problem Gambling (NCPG)
      • 'Scratch At Shops, Not At Home’ charity fund-raising initiative to encourage customers to scratch their Instant tickets at the retail outlets to minimise exposure of Instants to the underaged.
Refrain from selling Instant tickets between 8am to 10am to minimise the risk of some customers dipping into their daily grocery budget
    • No underage betting: Not selling to underage persons; retailers and staff required to check proof of age when a person suspected to be under-18 is in the outlet. Incidents where the person is found to be under-18 are recorded in a Refusal Registry.
    • Play within your means initiatives:
      • Account betting services are available to customers who have a minimum income of S$30,000 per annum and at least 21 years of age. The service features options for setting budget for betting and a limited range of modest top-up amounts. It also has a self-exclusion option for a minimum period of 12 months.
      • Studies have shown that certain features of Internet gaming may result in a higher rate of problem gambling for some individuals (Source - Mark Griffiths, Australasian Gaming Council). Singapore Pools is still considering internet gaming and will only apply for license to operate an online gaming website after further research and evaluation. Some customers have internalised our responsible gaming policy and voluntarily assist our frontline staff to enforce our responsible gaming rules by buying bets for fellow customers with young children in tow and alerting our staff if they see an under-aged person trying to buy bets.

    • No Betting on Credit: Bets placed at our branches and retail outlets are strictly on cash and NETS basis, an administrative fee is charged for the latter option. Payment by credit card is not available.
    • Illegal Betting & Scams: Operate SportsBuzz 'live' betting sessions to draw customers away from food and drink establishments where illegal betting syndicates ply. Read more here
