Rules for the Singapore Sweep Lottery

The following Rules are laid down by Singapore Pools (Private) Limited for The Singapore Sweep Lottery.

  1. Objective

    To participate in The Singapore Sweep Lottery, an intending Participant has to purchase a Ticket for the Relevant Draw. The correct matching of the Ticket Number (or such part thereof as may be provided for in these Rules) with a winning number drawn under these Rules shall qualify the Participant for a prize as provided in these Rules.

  2. Interpretation

    In these Rules unless the context otherwise requires:-

    "Bet" means a wager made with the Company by the Participant;

    "Claimant" means a person claiming a Prize under the Rules, as the case may be;

    "Company" means SINGAPORE POOLS (PRIVATE) LIMITED, and includes its employees, servants, authorised retailers, agents, contractors and representatives, and/or any of the Company's successors and assigns.

    "Dollar(s)" means the lawful currency of the Republic of Singapore.

    "Outlet" means the retail outlet and/or branch operated by the Company at which prizes or refunds may be claimed.

    "Participant" means a person who takes part in The Singapore Sweep Lottery by purchasing the Ticket, and shall include any person who claims a prize or prizes or refunds from the Company.

    "Registered Office" means the registered office of the Company at 210 Middle Road, #01-01 Singapore Pools Building, Singapore 188994.

    "Relevant Draw" means the draw indicated in the Ticket purchased or held by the Participant.

    "Singapore Sweep Lottery" means The Singapore Sweep Lottery game conducted by the Company under these Rules

    "Stake" means the amount of money offered by the Participant for a wager, in cash (whether physical or electronic) and received and accepted by the Company in respect of the Participant's Bet;

    "Ticket" means The Singapore Sweep Lottery ticket issued by the Company in relation to the Relevant Draw and sold under these Rules.

    "Ticket Number" means the 7-digit number between 1000000 and 4499999 (both numbers inclusive).

  3. Draws

    1. Draws shall be held at such place, on such date, at such time and in such manner as may be decided by the Company.

    2. Each draw shall have a draw number and this number shall be printed on the Tickets for that draw.

    3. If during the course of any draw, any fault or failure shall occur in any associated equipment utilised for such draw, the Company may in its absolute discretion declare such number or numbers as duly drawn or so much of the draw as at such time been completed as void and commence a new draw whether using the same equipment or otherwise. Upon the declaration of a draw as void as aforesaid, the same shall be deemed not to have taken place.

  4. Stake

    1. The Stake payable for each entry to and participation in a draw shall be three (3) dollars.

    2. The Stake paid for a Ticket under these Rules shall not be refundable unless otherwise provided in these Rules.

    3. The Stake paid for a Ticket shall include the Goods and Services Tax (GST).

  5. Prizes and Winning Numbers

    1. A Ticket shall win a prize or prizes if there is a correct matching of the following:

      1. the 7-digit number of the Ticket Number matches with one or more of the 7-digit winning combinations drawn; and/or

      2. the last two digits of the Ticket Number matches with one or more of the winning 2-digit combinations drawn.

    2. The prizes, winning numbers and prize amounts for any draw under these Rules shall be as follows:

    3. In the event of a number winning more than one prize, the holder of the Ticket bearing that number shall be entitled to all such prizes.

  6. Claim for Payment of Prize

    1. Any Prize payable by the Company in respect of any Ticket may be claimed by presenting a Winning Ticket during normal business hours:-

      1. to the Company at the Company's Registered Office; or

      2. to any of the Outlets for payment of such amount as may be limited by the Company from time to time.

    2. The Company may require a Claimant to produce his identity card or other document evidencing identity that is acceptable to the Company. Where the Prize to be claimed exceeds such amount as may be limited by the Company from time to time, the Company may require the Claimant to present the Winning Ticket physically during normal business hours at the Registered Office and/or submit to the Company a duly completed claim form obtainable from the Company.

    3. No person shall be entitled to claim the Prize payable in respect of any Winning Ticket except upon presentation of that Ticket.

    4. No prize shall be payable unless the Winning Ticket is a Ticket which complies with all the conditions in Rule 7.1.

    5. Any prize not claimed within one hundred and eighty (180) days from the date of the Relevant Draw shall be forfeited.

    6. The Company upholds the policy of paying out to the holder of a Winning Ticket. Tickets are bearer tickets and the Company is not obliged to ascertain whether the bearer of the lottery ticket is the rightful holder of the Ticket. The Company's decision on ownership of Winning Tickets shall be final and conclusive.

    7. For the avoidance of doubt, without prejudice to the generality of Rule 11.5 herein, the Company, its officers, servants, employees and/or agents shall not be liable in any way whatsoever to any party, and in particular, any Claimant, in respect of any payment of the Prize to a Claimant presenting a Winning Ticket.

  7. Valid Ticket Requirements

    1. In order to qualify for payment of any prize under these Rules, a Winning Ticket must satisfy all the following conditions:-

      1. The Ticket must have been issued by the Company or its Authorised Retailer through a Terminal;

      2. All the particulars of the Ticket (including but not limited to the Ticket Number and draw number) must have been recorded in the Company's computer prior to the close of sales for the Relevant Draw and the particulars must be identical in every respect with the records of the Company's computer;

      3. The Ticket must not be torn, mutilated, defaced or disfigured in any way;

      4. The Ticket must not be altered or tampered with in any manner;

      5. The Ticket must not have been recorded as cancelled in the Company's computer;

      6. The Ticket must satisfy all the Company's security checks for that Ticket;

      7. The Company must not have previously paid a Prize in respect of that Ticket based on identical particulars as recorded in the Company's computer; and

      8. There must not be a breach of any terms in these Rules in relation to the Ticket which in the opinion of the Company justifies disqualification.

    2. In the event that the particulars printed on the Winning Ticket differ from the records of the Company's computer systems, the particulars recorded in the Company's computer systems shall be recognised by the Company as the correct particulars for the purposes of these Singapore Sweep Lottery Game Rules and for payment of a Prize, and the Claimant is bound by the particulars recorded in the Company's computer.

    3. The Company's decision as to whether or not a Ticket has satisfied all the conditions in Rule 7.1 and any decision of the Company under Rule 7.2, shall be final and conclusive and shall be binding on the person presenting that Ticket for payment.

    4. If a Ticket complies with all the conditions as set out in Rule 7.1 except the condition under Rule 7.1 (c), a claim for any prize won by that Ticket shall be considered by the Company and the decision of the Company on payment of the prize or otherwise shall be final and conclusive and binding on the person presenting that Ticket for payment. This Rule 7.3 shall be without prejudice to the generality of Rule 7.2.

    5. For the avoidance of doubt, this Rule 7 shall not limit, exclude or prejudice the other conditions set out in Rule 6 and elsewhere in the Rules (and vice versa) which need to be satisfied before a Prize claim on a Ticket is payable.

  8. Payment of Prize

    1. Payment of Prizes for any draw shall be made on such days and in such manner as shall be decided by the Company.

    2. The payment of any Prize won by a Ticket or Bet to the person presenting that Ticket shall constitute a complete discharge of the Company's liability in respect of that Ticket.

  9. Alterations and Notification

    1. The Company may at its discretion and at anytime alter, for any particular draw, the price of the Tickets and/or the stake on the Bet and/or the prizes offered (including but not limited to offering additional non-monetary prizes) for that draw or the entire prize structure of the Game.

    2. Any alterations made pursuant to Rule 9.1 above shall, before the Tickets for that particular draw or the draw that is first affected by the change in the prize structure are placed on sale, be published in such medium (such as the Company's website) as the Company may decide.

    3. In the event of any alteration in the prizes offered for any draw or draws, the amount, if any, shall, upon such alteration, be dealt with in such manner as the Company may decide.

  10. General

    1. Subject to Rule 11, these Rules shall apply to every draw of The Singapore Sweep Lottery and shall be the terms and conditions governing the contract between the Company and the Participant in the Singapore Sweep Lottery Game.

    2. The Company may at its discretion and at any time alter the price of the Ticket and/or the stake on the Bet and/or the prizes offered for a particular draw or the entire prize structure of the Singapore Sweep Lottery Game.

    3. The Company reserves the right to amend these Singapore Sweep Lottery Game Rules from time to time upon notification on the Singapore Pools Website. It is the responsibility of the Participant to read and understand these Singapore Sweep Lottery Game Rules and any amendments made thereto. A Participant who places Bets with the Company is deemed to have accepted and agreed to any amendments to these Singapore Sweep Lottery Game Rules made prior to the placing of Bets by the Participant. The latest version of the Rules can be found on the Singapore Pools Website.

    4. The Company may make available translations of these Singapore Sweep Lottery Game Rules in other languages. In the event of any inconsistency between the translated versions and the English version, the English version shall be the authoritative version.

    5. The Company, its officers, agents or servants and Authorised Retailers shall not be liable for any loss, damage, costs, charges, fees or expenses of whatsoever nature and howsoever arising, whether direct, indirect, joint, several, actual, contingent or otherwise suffered, incurred or sustained by a Participant arising out of or in connection with the Singapore Sweep Lottery for any reason whatsoever, including but not limited to:-

      1. the loss of a Ticket;

      2. any payment made to the holder of a Ticket where he alleges that such payment is made to the wrong person;

      3. the conduct of the Game in accordance with the Rules;

      4. reliance upon any omission, inaccurate information or statement concerning any matter whatsoever relating to the Participant to the Company or any other matter whatsoever; and

      failure by a Participant to advise inaccurate bet details recorded on a Ticket before leaving the sales counter;

    6. For the avoidance of doubt, the Company may in its sole and absolute discretion, reject any Bets placed or any requests made for purchases of Tickets.

    7. No person shall be recognised by the Company as holding any Ticket or Bet upon trust for some other person or persons and the Company shall not be bound or required to recognise any interest in respect of any Ticket or Bet other than the absolute right of the holder of the Ticket, to the entire Ticket or Bet.

    8. The Company makes no representation of any kind whatsoever about its computer system used to conduct The Singapore Sweep Lottery, and shall not be liable for any loss or damage suffered by any person as a result of the nonavailability of The Singapore Sweep Lottery or the operation (or any failure thereof) of such computer system.

    9. No person under the age of eighteen (18) years shall be allowed to purchase a Ticket or to claim any Prize in connection with a Winning Ticket under these Rules.

    10. The purchase of a Ticket, the placing of a Bet and/or claiming of a Prize shall bind a Participant and/or Claimant to these Singapore Sweep Lottery Game Rules. In purchasing a Ticket and/or placing a Bet, the Participant and/or Claimant agrees to comply with and abide by the provisions in these Singapore Sweep Lottery Game Rules and all instructions, directions and procedures established by the Company for the conduct of the draw and The Singapore Sweep Lottery Game.

    11. All disputes not specifically covered by these Rules may be referred to the Company whose decision thereon shall be final and conclusive.

    12. All payments made under these Rules shall be in Singapore dollars only.

    13. No failure, delay, relaxation or forbearance on the part of the Company to enforce any of the Rules shall operate as a waiver and no single or partial exercise or enforcement of the Rules by the Company shall preclude the Company from any future exercise or enforcement of The Rules. The exercise of the discretion of the Company in a particular manner on one occasion shall not set or be taken as a precedent binding the Company to exercise its discretion in the like or similar manner on another occasion.

    14. A Participant represents and warrants to the Company that he will not, by participating in The Singapore Sweep Lottery Game and/or placing Bets under the Rules, be placed in a position of actual, potential or perceived conflict of interest in any manner.

    15. The Rules shall be governed by, subject to and interpreted in all respects in accordance with the laws of the Republic of Singapore.

    16. The Courts of the Republic of Singapore shall have non-exclusive jurisdiction over any and all disputes arising out of or in connection with the Rules, including but not limited to disputes as to the validity or interpretation of the Rules.

  11. The draws to which these Rules apply

    Subject to Rule 10.3, the Rules shall apply to Singapore Sweep Lottery Draw No.1000/2018 and all subsequent Singapore Sweep Lottery draws.
