Singapore Pools

Since Singapore Pools came into being on 23 May 1968, our mission has always been to counter illegal betting by providing a safe and trusted space for those who are incline to bet without them becoming victims of unfair practices.

Today, we remain as Singapore's sole legal gaming operator for lottery, sports betting, and horse wagering. We continue to provide a safe and trusted space for our customers to place their bets, stemming leakages overseas.

Singapore Pools is a wholly owned subsidiary of the Tote Board. As a not-for-profit organisation, we channel our revenue back to the local economy to support nation-building purposes, and all our surpluses to worthy causes to benefit the community.

Beyond just contributing to the community via financial giving, Singapore Pools hopes to create shared value with the community by helping to drive transformational initiatives for the social service sector with knowledge and infrastructural capital.

Our Regulatory Environment

In 2022, the Ministry of Home Affairs (MHA) has introduced the new Gambling Control Act 2022 to ensure that the laws and regulations in Singapore remain effective in the face of evolving gambling products and business models. With the new gambling legislative changes, the Gambling Regulation Authority (GRA) is established with the mandate to regulate the entire gambling landscape in Singapore.

On 25 October 2022, Singapore Pools transited to become a Licensed Operator under the GRA. As a Licensee, Singapore Pools must comply with strict licensing conditions to offer a gambling service. They include mandatory social safeguards, strict advertisement and promotion protocols, and a comprehensive Responsible Gambling Programme (RGP).

As the sole betting licensee for lottery, sports betting, and horse wagering, we take our responsibility to help shape a responsible gaming environment in Singapore seriously and do not take the public trust for granted.

Singapore Pools is committed to be a world-class responsible gaming company. Our professional conduct and business behaviours must be upheld to the very highest standards, ensuring a fair and safe gambling experience to protect our customers.

We care about our customers, so we will proactively remind them to play responsibly, and how to get help should they ever need it. The education of our customers to make informed decisions is the cornerstone of Responsible Gaming.

Many who like our games play for just a little flutter or social recreation. However, we recognise there may be a minority who may play beyond their means. As such, we have safeguards in place to help create a safer gaming environment for all.

Responsible Gaming is about striking a balance between social and economic considerations. We constantly strive to design and communicate our products in a manner that will not promote excessive and irresponsible play. We have low minimum bet amounts and offer a conservative range of sports bets.

  1. We carry out our activities in a legal and socially responsible manner, with the highest level of level of integrity and accountability, and in a religiously and culturally sensitive manner.

  2. We do not employ anyone that is underaged.

  3. We design our products in a manner that will not be likely to attract anyone that is underaged and deliver our products and services in a manner that will not likely lead to underaged gambling.

  4. We do not accept bets or pay any prizes to anyone that is underaged.

Accreditations and Awards

Highest Global Level of Accreditation for Responsible Gaming

We have adopted the World Lottery Association's Responsible Gaming Framework ever since it was launched in 2006 to benchmark our RG practices against global standards. This framework consists of 4 levels of achievement, starting from Level 1 to Level 4, the highest global level of certification.

Singapore Pools has achieved the Level 4 certification in 2012 and since then, we have continued to clinch this accolade in 2015, 2019, and 2022. With each certification being valid for 3 years, we need to demonstrate continuous improvements to regain the recertification.

Best Flagship Responsible Gaming Award - Level 4

Singapore Pools has been presented the Best Flagship Responsible Gaming Award - Level 4 by the World Lottery Association for our 2022 submission "My Gaming Profile - Nudging Players Towards Safer Play". This award recognises Level 4 WLA members for showcasing best practices and innovation in the delivery of an element of their Responsible Gaming programme or a specific initiative.

"My Gaming Profile" is a monitoring and risk profiling tool, which categorises players based on their risk propensity to problem gambling as exhibited through their online betting behaviour to create awareness and encourage safer gambling habits. We are honoured that our efforts to launch "My Gaming Profile" to provide tailored reminders to our players has received recognition from our industry peers.
