We are looking for a passionate and professional Project Delivery Director to lead the delivery of new Sports Betting system and ensuring the project is completed on time and within budget.
Based in Singapore and reporting to the Chief Business Technology Officer, the incumbent will oversee risk management and escalations, ensuring alignment with assurance and control requirements. The role will facilitate stakeholder engagement, resolve competing priorities, and balance change management initiatives with evolving business needs.
In parallel, the incumbent will continuously refine and improve project delivery frameworks to ensure IT investments are aligned with business strategy, governance standards, and accountability objectives. This position works closely with Business Technology teams, Business Leadership, the Gambling Regulatory Authority, the Insight & Analytics division, Risk & Compliance, and other key stakeholders to achieve its mandate.

What You'll Do
- You will lead the end-to-end delivery of the new Sports Betting system, overseeing scope, schedule, budget, and quality from initiation through to operational handover.
- You will establish and manage a comprehensive project governance framework, including steering committee updates, risk controls, and audit readiness.
- You will drive cross-functional delivery across technology, business, vendor, and regulatory partners; ensure dependencies are actively managed and milestones are achieved.
- You will monitor and proactively manage project risks, issues, and scope changes, ensuring timely escalation and mitigation to protect delivery outcomes.
- You will maintain alignment with assurance, compliance, and security standards, ensuring all technical and operational controls are met prior to go-live.
- You will lead vendor engagement and performance management, ensuring contractual obligations, deliverables, and SLAs are achieved.
- You will facilitate stakeholder alignment and decision-making, balancing business priorities with project constraints and technology readiness.
- You will champion change management and adoption planning, ensuring business continuity, operational readiness, and end-user preparedness through transition.
- You will refine and institutionalize the Project Delivery Framework to enhance project governance, accountability, and alignment between IT investments and business strategy.
- You will drive continuous improvement in delivery discipline, benefits realization, and reporting transparency for large-scale technology programs.
- You will manage a small team of project managers and business analyst across the different functions of BT and the business that are part of the overall Sportbooks project team.
- You will build long-term working relationships across departments/sections and promote cross team collaboration.
- You will manage, coach and mentor the team and to create an environment in which all personnel can develop and apply their skills to meet individual and department goals.
- You will set performance targets and evaluate delivery against targets. Counsel staff in career / performance / individual development.
- You will enforce / ensure corporate and department standards, policies and guidelines within the team.
- You will translate business objectives and regulatory expectations into a clear technology delivery strategy for the Sports Betting program, ensuring alignment with the company's long‑term gaming and digital roadmap.
- You will provide strategic direction on program priorities, architecture choices, and vendor engagement models to achieve sustainable business value and operational resilience.
- You will anticipate emerging opportunities and risks in the digital wagering and platform ecosystem, shaping proactive strategies to maintain competitiveness and compliance.
- You will serve as a trusted advisor to senior management by offering data‑driven insights, delivery health indicators, and recommendations that enhance decision‑making.
- You will lead the evolution of project governance and delivery frameworks, embedding modern, outcome‑based practices across the Business Technology division.
- You will foster a culture of accountability, agility, and innovation within cross‑functional delivery teams, promoting continuous learning and excellence in technology execution.
- You will champion integration between business and technology planning to ensure IT investments deliver measurable business outcomes.
- You will represent the project and the BT division in strategic forums, articulating the vision, performance, and transformational impact of the Sports Betting initiative.
Who You Are
- You have a Degree in Engineering, Science or a related field.
- You have 10-12 years of proven experience in managing a team mandated with driving technological and transformational projects/programs, with at least 6-8 years of experience in an enterprise of a size and complexity comparable to Singapore Pools.
- You have strong understanding and keen interest in the latest technological trends and disruptions impacting businesses.
- You demonstrated ability in conflict management, senior stakeholders management, dealing with regulatory or governance body and drive change management.
- You have strong leadership in delivering large scale, cross functional technology projects within complex or regulated environments.
- You have good understanding of betting or transactional system architecture, integration, infrastructure, and security principles.
- You are skilled in project governance, risk management, and vendor performance management using Agile, Waterfall or Hybrid methods.
- You have excellent stakeholder management, communication, and negotiation skills across technical, business, and regulatory domains.
- You have strategic thinking with strong analytical and problem-solving abilities to align IT delivery with business priorities.
- You have proven ability to build, motivate, and lead diverse teams toward disciplined execution and high-quality outcomes.
- You have high personal integrity, adaptability, and resilience in managing competing priorities and change.
